In August 2003, Special Service for Groups/Asian Pacific
AIDS Intervention Team was awarded a Technical Assistance
and Capacity Development Demonstration Program grant
from the Office of Minority Health. This grant is a
project to build HIV/AIDS services within the Asian
Pacific Islander communities – The Asian Pacific Islander
(API) Community Development Project.

What is technical assistance and capacity development
(capacity building)?

  • Capacity building programs assist providers/organizations
    in developing the ability to provide services to their
    clients and community.
  • To do this, capacity building programs provide technical
    assistance to help agencies conduct their activities
    in the community (e.g. training, skills building,
    planning tools, etc.)
  • Through this API Community Development Project,
    APAIT aims to increase the number of organizations
    involved in addressing HIV/AIDS while focusing on
    new organizations that currently do not access HIV/AIDS
    prevention and treatment services but work in and
    serve communities who are at risk for HIV/AIDS (i.e.
    the Southeast Asian community, the South Asian community,
    Filipino community, etc.).

The ultimate goal is to:

  • Establish and strengthen a network of community-based
    and social organizations that target lesbian/gay/bisexual/transgender
    (LGBT) Asian and Pacific Islanders in order to increase
    culturally appropriate HIV/AIDS prevention and treatment
    to API communities in Los Angeles and Orange Counties.
  • Collaborate and address the community’s needs
    to strengthen this network in preparation for expanding
    services to the API community.

This program is new and promises to increase collaboration
in our communities so that many may benefit. This project
is part of the Community Development & Research
(CDR) department of Asian Pacific AIDS Intervention
Team whose goal is to assist Asian Pacific Islanders
and communities of color to enhance or sustain HIV Prevention
efforts through trainings, community mobilizations,
participation in community planning groups, and skills
building.
